for mod-ranks you need to apply here on the forums for the approprite rank (under applications)
as far as gold and silver donor ranks i think they may be suspended for the time being. though i am sure the admins and cptwin would much appreciate any donation you are willing to give. (if a mod or admin can confirm it would be awesome)
